Robert Gartner

Rob Gartner has more than 20 years of experience in real estate investment, development, and corporate finance. Prior to his role as a founding principal in Cypress Capital Management, LLC, he spent nine years as Vice President of ScanlanKemperBard Companies (SKB), a Western United States real estate investment company. Mr. Gartner played a critical role in SKB’s growth from a start-up in 1993 to achieving total investments in excess of $500 million. During this time, he was responsible for underwriting, closing, and managing a diverse range of real estate investments and developments (including office, retail, apartments, industrial, condominiums, and single family subdivisions).

Prior to SKB, Mr. Gartner was instrumental in the creation of a new business unit for PacifiCorp Financial Services, which during his tenure acquired and developed over 3,000 affordable housing units throughout the United States. His background also includes commercial finance experience with both First Interstate Commercial Corporation and PacifiCorp Financial Services, where he was a Senior Analyst/Auditor responsible for conducting financial and collateral reviews of companies with sales of up to $350 million.

Mr. Gartner became a Certified Management Accountant (CMA) in 1990 and holds a Bachelor of Science degree in Business/Accounting from the University of Oregon.

Jeffry Tallman

Jeff Tallman has more than 24 years of experience in commercial real estate that covers a wide range of disciplines including acquisitions, asset management, direct lending, mortgage banking and residential development. Prior to his role as a founding principal of Cypress Capital Management, LLC, he was a Vice President of ScanlanKemperBard Companies (SKB), a Western United States real estate investment company. During his tenure at SKB, Mr. Tallman played a significant role in acquisitions, asset management and dispositions, in addition to sourcing new investors. He was primarily responsible for the asset management of institutional products—overseeing leasing, capital improvements, property management, and disposition of office, retail, and industrial properties.

Before joining SKB, Mr. Tallman specialized in commercial real estate construction and permanent financing, both as a relationship manager at US Bancorp’s commercial real estate division in Portland, Oregon, as well as a senior loan officer with Cascade Mortgage Company in Seattle, Washington.

Mr. Tallman holds a Bachelor of Arts degree in Business Administration from the University of Washington.
